The report into sexual abuse by disgraced DJ Jimmy Savile has been branded a whitewash after it emerged managers knew what was going on but took no action.
Dame Janet Smiths £10million inquiry found "certain junior and middle-ranking individuals were aware of Saviles inappropriate sexual conduct in connection with his work for the BBC".
But she concluded: "I have found no evidence that the BBC, as a corporate body, was aware of Saviles inappropriate sexual conduct in connection with his work for the BBC."
Dame Janet found that no senior manager at the BBC "ever found out about any specific complaint relating to Saviles inappropriate sexual conduct in connection with his work for the BBC". Liz Dux, a specialist abuse lawyer at Slater and Gordon Lawyers, who represents 168 those who suffered abuse, said: "All the Savile and Hall victims have ever wanted from this report is truth and accountability. "Despite millions having been spent on the inquiry, my clients will feel let down that the truth has still not been unearthed and many will feel it is nothing more than an expensive whitewash. "It is unfortunate that Dame Janet had no power to compel senior managers to give evidence, giving the impression that the whole picture of who knew what has not been revealed. "With 117 witnesses giving evidence of concerns and rumours, its implausible to suggest that this did not reach the upper echelons of the BBC. "Whats apparent is that the senior managers only had to scratch at the very surface and a lot of Saviles offending would have been revealed. "There is real concern that the culture of fear and oppression referred to might have prevented more from speaking out more candidly and still exists today." Whitewash: Liz Dux has slammed the report Dame Janet added she could not rule out the possibility that "a predatory child abuser could be lurking in the BBC even today". She said: "Stuart Hall is an example. Savile, too, was intelligent, charismatic and extremely manipulative, even if not always very articulate. "Any organisation could be duped by such an individual." Dame Janet added: "The power of celebrity and the trust we accord it, which show no real sign of diminishing in our society, make detection of a celebrity abuser even more difficult. "Until a complaint is made, such people are likely to enjoy the confidence and approval of all of those around them." More than 100 witnesses who suspected Savile of molesting young girls were spoken to as part of the £10 million inquiry. The long-awaited report has focused on the culture and practices at the corporation during the years that the late DJ - and fellow shamed presenter Stuart Hall - worked there. Rapes, indecent assaults on both boys and girls, and incidents of "inappropriate sexual conduct" with teenagers over the age of 16 were all "in some way associated with the BBC", the draft report stated, adding that three of Saviles victims were only nine. Dame Janet, a former Court of Appeal judge, expressed disappointment at the leak last month and said the draft version was out of date. Former Top Of The Pops presenter Savile, who died in October 2011 aged 84, was named as one of the countrys most prolific sex offenders after hundreds of people came forward to say they were abused by him...... Dame Janets review, which has reportedly cost £10 million, has been in contact with 775 people, interviewing 375 witnesses in connection with Savile and more than 100 about Hall. The review was first announced in October 2012 and initially focused on the conduct of Savile, before it was extended to cover Halls behaviour in June 2013.
