Professor Dickson provides details of the failings of the ICTR, and substantiates the argument of Herman and Peterson’ in their latest book, “Enduring Lies.”

She makes a powerful case that former Prime Minister Jean Kambanda was brought to a guilty plea by a dubious process, was turned down when he asked for a trial, eventually testified for the defense in a major case and remains to this day in prison.
