Immigration lawyer Lisa Winter-Card discusses the strange case of Rwandan refugee applicant, Jean Berchment Habinshuti, who faces deportation from Canada.

The case is strange because Habinshuti served as secretary to Prime Minister Agathe Uwilingiyimana, who was assassinated in 1994, and was widely perceived as a moderate. The present Rwandan government has a well-earned reputation for persecution of dissent. As Ms Lisa Winter-Card makes clear, Mr. Habinshuti is at risk.
