The Canadian government says the Temporary Foreign Worker Program addresses short-term labour shortages. However many temporary foreign workers are in Canada for years. David Camfield is an associate professor in the labour studies program at the University of Manitoba. He is the author of Canadian Labour in Crisis: Reinventing the Workers' Movement.
