THE FIRST DECADE OF THE 21ST CENTURY HAS WITNESSED SOME OF THE WORST NATURAL DISASTERS IN HUMAN MEMORY, WITH EARTHQUAKES IN CHINA, JAPAN, ALGERIA, PAKISTAN, CHILE AND HAITI, THE GREAT TSUNAMI OF 2004, THE 2005 HURRICANE KATRINA IN NEW ORLEANS, MULTI-YEAR DROUGHTS AND MASSIVE FLOODS SUCH AS THE ONE WHICH DEVASTATED MOST OF PAKISTAN THIS YEAR.
THESE DISASTERS HAVE DESTROYED AGRICULTURAL AND HOUSING, DISPLACED COMMUNITIES, DEVASTING ECONOMIES, AND PRODUCING ACUTE HEALTH CRISES, AND RESOURCES AND FOOD SHORTAGES. IN THE WAKE OF SUCH LIFE DISRUPTIONS, NEO-LIBERAL POLICIES AND CONSERVATIVE POLITICAL FORCES ARE TAKING ADVANTAGE TO IMPOSE THEIR POLITICAL-ECONOMIC MODEL ON ENTIRE SOCIETIES.
